ODOT is recruiting for a programmer/systems analyst – information systems specialist 6 (ISS6) to join our Motor Carrier Application Development team of the Information Systems Branch. The team develops, enhances, maintains, supports computer applications, and provides project management oversight on Information Systems projects on behalf of the Motor Carrier Transportation Division (MCTD).

The programmer/systems analyst is a technical and professional position used to analyze, plan, develop, integrate, implement and coordinate projects and activities that support operations, maintenance, installation and construction of PC/client server and web-based information systems and programs. This position also provides assistance to customers for resolving problems and issues. Business needs require willingness to work irregular hours (evenings, weekends, and holidays) and state-wide travel.

Additional Information:
* Under-fill: The goal of this recruitment is to fill this position at the ISS6 level. However, we encourage candidates who meet the minimum qualifications for an Information Systems Specialist 5 (ISS5) level (C1485, $4387.00- $6337.00 month) to apply, as we may consider under-filling the position until the selected candidate meets the ISS6 minimum qualifications. Under-fill training will not exceed 12 months.

* Representation: This position is represented by the Service Employees International Union (SEIU/OPEU). NOTE: Effective November 1, 2016, SEIU represented employees who are Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95%. Upon becoming a PERS participating member, SEIU employees pay the employee 6% contribution to PERS.

DUTIES & RESPONSIBILITIES:
    
* Meet with the customers and stakeholders to evaluate, understand, document and communicate customer's computer needs.
* Perform program coding activities on systems and projects that results in automating new business processes and using new technologies.
* Construct, debug, document and incorporate program code for computer software application systems.  Develop and document applicable installation instructions and customer usage documentation.  Perform assigned development and maintenance tasks to meet the customer's needs.
* Conduct unit tests, functional tests, and integration tests according to unit test checklists, functional test plans, and integration test plans. Report problems during testing and take corrective action.
* Develop alternative solutions by; researching existing systems, programs, procedures and pertinent customer data; performing cost, volume frequency, and procedural analysis; and/or creating approaches to solve new, complex problems.
* Develop and conduct formal training for users and data processing staff in the operation of new systems and software packages.
* Diagnose user problems including system crashes on mission critical systems and resolve by fixing software.
* Analyze impact of changing configuration on other systems and/or interfaces. Recommend and coordinate solutions.
    

Information Systems Specialist 6 (ISS6) Minimum Qualifications:
(a) Five (5) years of information systems experience in: systems analysis and development activities.

OR

(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; + three (3) years of information systems experience in: systems analysis and development activities.

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above. + one (1) year of information systems experience in: systems analysis and development.

Information Systems Specialist 5 (ISS5) Minimum Qualifications (Under-fill option):
* Four (4) years of information systems experience in systems analysis and development activities.
OR    * An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND two (2) years of information systems experience in systems analysis and development activities.
OR    * A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
Preference will be given to applicants possessing experience in the following areas:
* Strong web development background using C#, ASP.NET, JavaScript, CSS, SQL, and .Net.
* A working knowledge of ColdFusion, VB, SQL Server, rapid development methodologies, and mobile application development.
* Strong customer service ethic.
* Strong analytical skills.
* Strong communications skills: listening, interpersonal, written, and verbal.
* Ability to manage multiple tasks.
* Ability to learn and work within specific agency operations, policies, and procedures.
